Yes this is not only bwrap. The other component I found to be affected
is ubuntu-insights-collect.service, which does not invoke bwrap and
instead just relies on systemd's PrivateUsers=true

early in the livecd boot makes the most sense to me, but I could see us
easily creating a race condition against systemd-sysctl.service

Well we could put it in a systemd service with WantedBy=sysinit.target
and After=systemd-sysctl.service (which is how apparmor.service normally
starts)
