There is no way to verify now, after initrd has been built, and kdump- tools finish faster, but this is what was probably happening: I have user-level service units starting syncthing, synced directories have symlinks into automounted directory, and users have `loginctl --enable- linger`, so these units run at boot, without the users logging in. And syncthing.service does not have an "After=network-online.target" in it: it is not _normally_ necessary. Syncthing started while kdump-config was still running and triggered automount. Stalled mount blocked kdump- config on some filesystem opeeration, and that held up other boot units by some inter-unit dependency, including NetworkManager.service, and that created a deadlock.
