Indeed it did, but sadly some of them are blocked as we can't satisfy 
debian-installer-13-netboot-amd64
But this is worth to put this back into more visibility.

Let us first see if we can modify this to work without the installer.
After all it only needs something to boot into for the test, not sure how 
complex this needs to be so maybe we find something existing more reliably in 
both Distributions or a relatively simple delta to replace.
We can't know for sure until we looked deeper.

Fallback easy mode, some work - mask the others for now (which already makes it 
better than so far)

This was actionable but complex investment before, I think by Debian
(thanks Jonas for the ping) adding tests this is much closer for us to
get really resolved. Putting it back into server-todo
