Paride,

From Settings - Region and Language - add another language and set it as
the first language.

Adding another language runs gnome-language-selector - you run this in
budgie-desktop manually

For example, installing German and set this as the first.  On Region and
Language you will see that German is the Language.  Logout/reboot and
login.  German is still set on Region and Language but the language is
still United States.
