Public bug reported:
This was found to be symptomatic in a previous build, but mitigated with
xorg added. xorg was removed from Edubuntu and this came back.
Edubuntu's raspberry pi build still use oem-config from ubiquity to set-
up the first user. Unfortunately, it has the side-effect of needing
components of xorg present for ubiquity to get inputs from HIDs such as
keyboards and mice. Without this, it fails to function.
