Public bug reported:

[SRU Justification]

[Impact]

On Strix and Strix Halo APUs a hang is observed if the suspend sequence
is started while running any compute tasks (such as ROCm).

This is because the compute ring is not drained when the suspend
sequence is started meaning there may be pending fences. Leaving fences
pending during s0i3 sequence can hang the GPU.

[Fix]
* The following series:

[Test Case]
Suspend system with KFD work running.
Suspend system without KFD work running.

[Where problems can go wrong]
Hang during suspend sequence (IE not fix the issue).
