I have a laptop that I use as a desktop, keeping it closed.

After I disconnect both the HDMI monitor and USB keywords and mouse
(both connected through an external USB hub) and then connect all of
them together, the monitor (with the Gnome unlock screen) does not light
up.

Workaround: Mechanically open and close back my laptop.

Note that while disconnected from the laptop, I usually connect these
devices to another PC.
