Public bug reported:
attempting to install a target system with dracut and zfs, such as found
on the Desktop iso in 25.10, results in the actual system using
initramfs-tools. This is due to curtin installing missing packages zfs-
initramfs and zfsutils-linux.
Detect that dracut is installed and use zfs-dracut instead of zfs-
initramfs.
