Technically the decision to use bold text comes from outside of Plymouth in the code that's controlling the virtual terminal and adding colour to it. Plymouth is just acting as a renderer for the kernel's virtual terminal. Plymouth is not choosing what style of text gets used, only the Truetype font itself.
