Hi! To reproduce it is easy...
When I was upgrading from Gutsy to Hardy, it showed me an window asking to replace it, checking the differences. I choose to see the differences, but after I don't have a "Back" button, only "Forward", then I click on "Cancel", and that error appeared. After I do that manually in apt-get and replaced the current php.ini and it's fine now. So when someone choose to not replace the php.ini or even click on Cancel, I think that error will appear.
