My take on the addition of 'acct' as affected is thus: 1) A fix is pending in Debian to demote the dependency to Suggests - if you take acct/6.4.4-10 you will get this (and a segfault fix). 2) acct probably doesn't need to be in your 'main' these days. Perhaps once upon a time it supplied the 'last' command; it doesn't any more. 3) wtmpdb should probably *join* your 'main' as it provides the 'last' command that users generally expect to be available. You may find more packages add linkages in future anyway, that might be stronger.
I.e. my recommendation is to swap which of the two packages is in main and take the new acct, which will fix your problem 3 ways!
