I've patched gtk3+ in Jammy and confirmed the fix works. After building the patched packages in a test PPA and including them in the factory- reset-tools snap, the app now correctly enters fullscreen when its size exceeds the workarea, as shown in the screenshot.
The fullscreen view covers the system bars, which might be a separate topic but is worth noting.
