Hi Ian, I believe that is unrelated to this issue. The kernel package itself should be the one creating reboot-required according to the Debian policy manual <https://www.debian.org/doc/debian-policy/ch- opersys.html#signaling-that-a-reboot-is-required>. In the case of the kernel, the postinst hook should run the contents of /etc/kernel/postinst.d, which contains update-notifier if 'update- notifier-common' is installed, and that in turn should create reboot- required if needed.
