I confirm the issue when upgrading from a freshly installed 25.04 to
25.10.
Test Case:
1. Install 25.04 and all the pending updates
2. in a terminal run: update-manager -d
3. Proceed with installation

Importance: Undecided => High
** Changed in: ubuntu-release-upgrader (Ubuntu)
Milestone: None => ubuntu-25.10
