isc-dhcp FTBFS needs -std=gnu17 but later has linker errors related to
its vendored copy of bind9 in the "ddns-disabled" section of
override_dh_auto_build without -DNSUPDATE. I am dropping this one unless
someone reports breakage that would require fixing the FTBFS. (Fun fact:
its debian/rules clean fails to clean up, among other things, the
vendored bind9 build, vastly complicating my attempted build fixes.)
