I believe I have found a merge request related to the bug upstream:

If you look at the referencing issues, both the automated shortcut and
sticky keys issues might be fixed by this merge request.

Furthermore, it is interesting to note that an issue related to poor
CapsLock behavior in Xwayland applications is also referencing this
merge request.  I can confirm I have inconsistent CapsLock responses in
questing.
