This seems to me like this FFe would be more or less a duplicate of the
openstack one:

However, `python-pysnmp4` has quite a few non-openstack rdepends, and we'd 
certainly try to avoid starting an uncontrolled transition.
I'll defer to @ginggs here as to whether this FFe can be granted safely or not, 
but in any case, should this be granted, this change will very likely have 
consequences outside of the openstack ecosystem, that will need to be dealt 
with, and the timing looks tight to me.

Edit: just adding that I'd be extremely cautious here given the big
version number jump (4 to 7!!!)
