Hardware: MSI MPG X870E Carbon WiFi, AMD Ryzen 9 9950X, NVIDIA RTX 5080  
OS: Ubuntu 24.04 LTS, kernel 6.14.0-29-generic  
Driver: nvidia-driver-580-open (linux-modules-nvidia-580-open-6.14.0-29-generic)

Issue:
- On Windows 11 and GPU-Z: PCIe Gen5 x16 works correctly.
- On Ubuntu 24.04: `lspci -vv -s 01:00.0` always shows `Speed 2.5GT/s 
(downgraded), Width x16`.
- Tested BIOS settings (Auto, Gen4 forced): Ubuntu still downgrades to Gen1.
- This causes severe performance loss.

Expected:
- PCIe link speed should be negotiated correctly as it does on Windows.

Steps to reproduce:
1. Install Ubuntu 24.04 with NVIDIA 580-open driver.
2. Run `lspci -vv -s 01:00.0 | grep LnkSta`.
3. Observe speed is stuck at 2.5GT/s.

Additional info:
- Secure Boot enabled, official Ubuntu package used.
- No hardware issues (validated under Windows).
