[Impact]
Support for bandwidth clamping in MANA is an important feature that has
landed recently in netdev/linux-next. Microsoft would like the patches
backported to the Azure kernel in order to optimize their workloads on
Azure.
[Fix]
Backport the patches to the Q/P/N:azure trees.
[Test plan]
Build tested only; Microsoft will test the bug fix.
[Where problems could occur]
Any problems here could cause unexpected behavior and/or crashes in the
MANA driver on Azure instances.
