I think it's reasonable. I was a bit skeptical of the test plan since it doesn't actually exercise the migrations, but thinking some more about it, it's OK since the touched code is the one selecting the actions, not the actions themselves.
However, the debdiffs aren't minimal. Normally, SRUs shouldn't contain stuff like + [ James Page ] + * d/gbp.conf: Create stable/2024.1 branch. + * d/gbp.conf, .launchpad.yaml: Sync from cloud-archive-tools for + caracal. Since OpenStack is a special beast, there might be some precedent for shipping SRUs with this kind of change bundled in, or some exception explicitly documented somewhere.
