I wasn't able to reproduce this using this test,
$ podman run --rm -it ubuntu:focal bash -c "apt update -y && apt upgrade

I saw a successful upgrade (1.1 was an unrelated CVE fix)

/usr/share/man/man1/dh_gstscancodecs.1.gz-gst0.10 by libgstreamer1.0-dev'
Setting up libxml++2.6-dev:amd64 (2.40.1-3build3) ...
Perhaps there's some older history about these diversions? I.e., if you
had the old 0.10 libgstreamer1.0-dev around in an earlier release.
Version 1.18.3-2 removed some existing diversions, but I'm not sure how
to reproduce this, or how to fix it.
