Revisiting this bug and updating you all on the current situation: The main developer of SQL Ledger, Dieter Simader, passed away about one year ago and development has been adopted and is being continued by the "International SQL Ledger Network Association".
Dieter used his own website on sql-ledger.com to publish his software and there are being efforts made to transfer the software to https://github.com/ISLNA/sql-ledger I am also maintaining a "translation fork" at: https://github.com/tapwag/ledgerplus which aims to be compliant to Dieter's last version as closely as possible. I do not know if there are improvements in Dieter's last 3.12 version as far as the locale.pl script is concerned but will be doing some further testing in the next couple of days.
