Indeed, thank you to André Tura and Ingo Valentin! I'd like to add that changing the chip seems to work just as well as disabling it: I had this same problem with my Lenovo Thinkpad P50, until I switched the security chip from Intel PTT to discrete TPM. Now my laptop powers off and turns back on without issue.
