I just swapped the wifi card out for another and this worked, so it
appears it is specific to that card and the loading of the BT firmware.

Wireless worked without issue, bluetooth never automatically came up.

I could remove then re-add with modprobe, but this worked around 10% of
the time - so technically once loaded it was fine, but never persisted
after a reboot.

card with issue: Wi-Fi 7 MT7925
Older card tested: AX210NGW
