Thank you @schopin for this bug. I was finally able to root-cause of this issue
due to another bug that was filed as a duplicate of this issue:
https://bugs.launchpad.net/ubuntu/+source/cloud-init/+bug/2127022
I'll close this in favor of the second bug as there are more debugging
artifacts and conversation there.
