Bug 168537 and bug 40496 are related to this discussion. The issue is, users don't have a consistent mental model for how text direction should work. Sometimes, people expect text direction to be part of paragraph style, and are surprised when the software behaves inconsistently with that. Other times, people are annoyed because the software treats text direction as part of paragraph style, and wipes out their text direction choices. Sometimes, these are even the same people in different discussions.
Currently, text direction is treated as a formatting attribute. It is presented this way in the user interface, and it's also how the software handles it under the hood.
