Explanation of the Ubuntu delta and why it can be dropped:
* d/control: change Build-Depends to use libjpeg-dev instead of
libjpeg62-turbo-dev (LP: #2117522).
* d/control: change Build-Depends to use libjpeg-dev instead of
libjpeg62-turbo-dev (LP: #2117522).
The Debian package has switch build dependency to libjpeg-dev as well
