Hi there,

I have a VFAT filesystem attached as /dev/sdb containing user-data. This
version of cloud-init confirms that this is valid data (sudo clout-init
schema --config-file /mnt/userdata "Valid schema /mnt/user-data"), but
the cloud-init logs show it isn't ("device /dev/sdb with label=cidata
not a valid seed"), and the data isn't included in the running config.
This happened in Ubuntu 22 and 24.

I've attached the seed file.
