Public bug reported:

Lately (the last several months, I estimate), when there is a kernel
update, and update-manager wants to restart, if I select the restart
(even with a few things running) it will not restart.  If I go to the
upper right-hand corner of the gnome screen and select power-> restart,
it works.  I didn't use to have to do this, and it is a little annoying.
