After a quick check, we lower the priority for this prompt if
`$RELEASE_UPGRADE_MODE = desktop`, whereas we're expecting server
installs to use needrestart (which presence disables that part of the
code altogether).
I suppose we could lower priority for all RELEASE_UPGRADE_MODE values.
