  FRR 8.4 introduced a significant regression with VXLAN EVPN whereas if a
  link flapped any learned MAC addresses would be purged even if there was
  a redundant route.  This means Ubuntu 24.04 LTS cannot be used as a
  VXLAN EVPN VTEP.
  
  The fix is already upstream and was corrected by
  https://github.com/FRRouting/frr/pull/12524
  
  I have confirmed this PR fixes the issue and does indeed apply cleanly
  to the 8.4.4 version currently distributed by Ubuntu 24.04 LTS.  Simply
  rebuilding the .deb package with this patch included works flawlessly.
