Public bug reported:

When I try to shut down Ubuntu, the system goes through the shutdown
process, the screen goes black, but then the computer immediately
restarts instead of powering off completely.

This appears to be a firmware/BIOS compatibility bug. I have already
performed extensive troubleshooting, and none of the following steps
have solved the problem:

Updated BIOS: The laptop's BIOS/Firmware has been updated to the latest
version available via fwupdmgr.

Tested Multiple Kernels: The issue occurs on the standard Ubuntu kernel
(6.8.0-84-generic) and also persists on a manually installed newer
mainline kernel (6.16.8).

Tried Kernel Parameters: Numerous kernel boot parameters were tested in
GRUB, including reboot=pci, reboot=force, acpi_rev_override=1, and
acpi_osi=! 'Windows 2020'. None had any effect.

Checked System Logs: The system shutdown log (journalctl -b -1) is clean
and shows no errors. The operating system appears to be sending the
correct power-off command.

The issue seems to be that the firmware is not correctly executing the
final shutdown command from the Linux kernel.
