Hmm, I suspected that armhf used an LXD (i.e. container) runner, but the
log output shows that "systemd-detect-virt" says "kvm":
176s kvm
176s /usr/sbin/apparmor_parser
176s apparmor_parser: Unable to remove "notify-send". apparmor_parser: Access
denied. You need policy admin privileges to manage profiles.
And yet `apparmor_parser -R /etc/apparmor.d/notify-send` fails. So
either systemd-detect-virt is wrong and mis-detects a container as VM,
or it is an actual VM and AppArmor is broken. Either way, I need some
more information about Ubuntu's current CI infra and how to reproduce it
locally.
