Public bug reported:

Thinkpad X1 Gen12 has a variant that comes with Quectel RM520N-GL
modems. These modems require FCC unlock scripts for ModemManager to
work. It's not possible to install the unlock package through apt due to
some kind of misconfiguration of deb package itself.

I found this through "Additional Drivers" app which suggests lenovo-
fccunlock package (it's the same list as the output of `ubuntu-drivers
list`).

Fortunately, there's a workaround (which would be better to not use):
```
sudo ln -sft /etc/ModemManager/fcc-unlock.d 
/usr/share/ModemManager/fcc-unlock.available.d/*
```
