Just ran into this bug using ocsrv with libpam-cap version 1:2.66-5ubuntu2.2 on a quite fresh install of Ubuntu 24.04.3 LTS. Uninstalling the package fixes the problem. I have no clue what this package does or if I really need it on my home SSLVPN server, but "These capabilities are a partitioning of the all powerful root privilege into a set of distinct privileges." as described in the package description indicates that this is something that is usefull to have in terms of security. Let me know if any testing related to this is needed.
