Thanks for reporting this bug and making Ubuntu better.
That's an odd issue. libc6 2.38 is supposed to be a pre-depends of bash,
and it doesn't appear in the logs.
* Did you perform that upgrade using the "do-release-upgrade" command or
through some other way?
* Do you have 3rd party libs lying around? e.g. /usr/local/lib/libc.so.6
