Any idea how to actually reproduce this? Does your `networkctl list`
output actually contain a '-'?
Without knowing much about networkd-dispatcher, I would say it should
just ignore unmanaged interfaces (i.e. administrative="unmanaged"), and
then the unknown operational state is irrelevant. Though I am not
exactly sure where the '-' is coming from.
