Hello, thanks for submitting this bug report. I have 2 questions.

1) Do you know the last kernel version that was working for you?
2) Can you try 6.14.0-36 kernel from the proposed pocket and let us know if 
this fixes the issue? The installation instructions are;

sudo apt-add-repository --ppa canonical-kernel-team/ubuntu/proposed
sudo apt update
sudo apt upgrade

Later you can disable proposed installation by;
sudo apt-add-repository --remove --ppa canonical-kernel-team/ubuntu/proposed


I have found the following fix for mt7921 driver which made it to
6.14.0-36 kernel this can potentially address your issue:

    The decap offload configuration should only be applied after the STA has
    been successfully initialized. Attempting to configure it earlier can lead
