Those packages are in universe, and mkosi apparently does not use universe in its default sources. Adding --repositories universe will get you a step further.
With my SRU hat on, I will say that it would be preferable to see a test case that does not involve mkosi here. Based on the bug description, it *appears* to be unnecessary to add that level of indirection.
