I've prepared a test build that fixed the issue for me.

It's available in my ppa:dgadomski/lp2127205-opensc.

I've replaced the "default" OpenSSL provider in context initialization
with "fips" one (based on the output of `openssl list -providers
-verbose`).

This was just a PoC. It still needs to be fixed so the providers can be
switched in runtime (worst case: build time).
