Public bug reported:

**Description**:
- Fresh install of Ubuntu 24.04.03 LTS on Lenovo ThinkPad X280
- Dual boot with Windows 11 Pro (works perfectly from Windows)
- Epson WF-4720 network printer connected via WiFi
- Ubuntu sees printer in Settings (shows as "Ready")
- Printing fails silently - no error messages
- ARP table shows no entry for printer IP (192.168.1.221)
- Manual "arp -s" fixes the problem immediately
- Other Ubuntu devices (Raspberry Pi on ethernet) work fine

**Expected behavior**:
Printer should work out-of-box like in Windows

**Actual behavior**:
ARP resolution fails, no error shown to user, requires manual static ARP entry

**Hardware**:
- Laptop: Lenovo ThinkPad X280
- WiFi: Intel Wireless (iwlwifi driver)
- Network interface: wlp59s0
- Printer: Epson WF-4720 (IP: 192.168.1.221, MAC: XX.XX.XX:XX)

**Workaround**:
Static ARP entry via NetworkManager dispatcher script
