This is a stub MIR for automake.

Debian has finally returned to an unversioned source package name for
automake, so we won't have to handle this again.

I recommend that Debcrafters subscribe to automake.

The binary package automake is already in Ubuntu main.

Once the source package automake migrates out of resolute-proposed,
automake-1.17 should be removed. The Ubuntu diff was a cherry-picked
patch from 1.18 so no diff is necessary any more.
