Upon further investigation, it turns out that the Rust coreutil's stat tries to read the mount point list, even though it isn't necessary for fulfilling the query of `stat -c '0%#a' "$CONFIG_FILE"` that wg-quick uses to check for config world accessibility. As such, I have filed https://github.com/uutils/coreutils/issues/9072 upstream and consider this an issue with Rust coreutils as opposed to our AppArmor profile for wg-quick.
