But here, most CI jobs work fine.

If the mirrors would be "bad" just for a few minutes, that wouldn't be
such a big deal, we can just rerun CI. But they are bad for hours or
even days, making "apt update" entirely dysfunctional for that time, and
that's quite problematic.
