dokog packaged libxml2.9 as a temporary package to ease the libxml2 2.14
transition. The transition was finished for questing and the packages
that weren't ready for libxml2 2.14 were removed from questing release.
It would be a step backwards to let those packages back into resolute.

You could add libxml2.9 to the sync blocklist if you want since it looks
like Debian contributors might do further uploads of libxml2.9, even
though it was removed from Testing.
