Public bug reported:
When upgrading from 25.04 to 25.10 a lot of packages failed to be
configured. The upgrade has finished with errors, I am upgraded, but
200+ packages are not configured. Tracing dependencies it seems that
tzdata is the culprit:

Updates and attempts to reinstall do not work. Why the valid UTC date is
"invalid date" unknown. What exactly fails in the post-installation
script is hard to say. It appears to be a bug in tzdata.
BTW, after the command (see above) `/etc/localtime` points to a correct
timezone file, while `/etc/timezone` was removed and not recreated
(yet).
