Public bug reported:

Dear Ubuntu Development Team,
I'd like to suggest a small but impactful improvement to the Ubuntu installer:
the ability to add and configure multiple keyboard layouts during the
installation phase.

Currently, the installer allows selecting only a single keyboard layout. This
limitation can lead to unnecessary complications, especially for multilingual
users or those who use different layouts for different languages. In
particular, it poses a risk of users locking themselves out of their system if
they choose a password using characters from a layout that is not available
after installation.
Adding support for multiple keyboard layouts during installation would:
1. Improve accessibility and usability for new users.
2. Prevent potential login issues due to mismatched keyboard layouts.
3. Align Ubuntu with the expectations of users coming from other operating
systems that support this feature out of the box.

I believe this enhancement would significantly improve the user experience and
reduce friction for a wide range of users.
Thank you for your continued work on making Ubuntu better with every release!
