there are a few options:

* Add to package
    * adds 88MiB WAV file to the package, that'll get uploaded over and over 
again
* create a libebur128-test-data package, and make it a requirement of the tests.
    * update only as needed
    * not needed in any context _other_ than the test, so would just be a test 
depends
* host externally but in a "safe, public site", thinking like people.ubuntu.com 
and download at run-time
    * will need to ensure the file is always available.
    * creates a firewall type requirement (make sure it is available via the 
network)

I think making a libebur128-test-data package makes the most sense to
me. And I don't _think_ that'd need to be in main.

Also, does it have to be a WAV? could we use a compressed format and
save space?
