Sorry this took so long - we have missed this bug on triage. Checking it now on
Noble I see that here on 10.0.0-2ubuntu8.9 I have this set.
Commented out in defaults, but set in the unit.
Could you report a `systemctl cat libvirtd`
For me it includes
...
[Service]
Type=notify
Environment=LIBVIRTD_ARGS="--timeout 120"
EnvironmentFile=-/etc/default/libvirtd
ExecStart=/usr/sbin/libvirtd $LIBVIRTD_ARGS
ExecReload=/bin/kill -HUP $MAINPID
...
