The file permissions seem to be fine, and clamav-daemon.service is
loaded and active, not showing any errors.
The interesting difference seems to be that "clamd" is in "complain"
mode on your system, while it's in "enforce" mode on John's and Sergio's
reproducers above. This should actually help with avoiding this issue,
rather than blocking anything.
Did you modify anything in your AppArmor configuration there? Can you
reproduce the issue in a clean Jammy install (e.g. a new installation)?
Do you have any specific apparmor logs or journalctl output to share
that shows the exact error message?
